Malta Citizenship by Investment

The archipelago of Malta is located in the Mediterranean Sea and boasts spectacular geography. Malta is a member of the European Union and the Commonwealth and has a representative democratic government structure. According to 2020 estimates, it also has the highest economic growth rate in the European Union, at 4%. Maltese and English are the country's official languages. Residents and primary residents have separate tax systems (those residing in the country for more than 183 days per year). Residents are only subject to taxation on income earned in Malta. Foreign and personal income are charged to primary residents. There are no inheritance or gift taxes, and the corporate tax rate is 35 percent with deductions. Malta's regular VAT rate is 18%, with reduced rates of 7% for the tourism industry, 5% for some medical and household goods, care facilities, and energy, and 0% for some food, drugs, gold, and passenger transport. What Does It Take to Become a Citizen?

For Citizenship by Investment, the Maltese government has developed one of the strictest due diligence vetting programs in the world. The Community Maltese Agency, the governing body, regulates Maltese Citizenship by Naturalisation for Exceptional Services by Direct Investment and has established a four-tier structure. This scheme has specific criteria, including the choice of a one-year or three-year residency program, all of which lead to citizenship. For the next five years, a dedicated Relationship Manager will oversee the applicant's operation. After the 1 or 3 year residency period is finished, the majority of the financial contribution will be made, and the eligible applicants will be given full citizenship and passport holder status. Both the one-year and three-year residency plans require two donations.

1 Year Residency Path to Citizenship

  • A donation to the National Development and Social Fund of at least 750,000 EUR is needed.
  • A minimum charitable contribution of 10,000 EUR to a good cause in the fields of culture, research, animal welfare, or sport has been approved by the agency.
  • Purchase of residential real estate for at least 700,000 EUR or a lease agreement for at least 16,000 EUR for the period of the residency, with no option to sublet
  • The minimum investment for single applicants, including government, due diligence, and the above donations, is 877,500 EUR + 50,000 EUR per dependent + property costs.

3 Year Residency Path to Citizenship

  • A donation to the National Development and Social Fund of at least 600,000 EUR is needed.
  • A minimum charitable contribution of 10,000 EUR to a good cause in the fields of culture, research, animal welfare, or sport has been approved by the agency.
  • Purchase of residential real estate for at least 700,000 EUR or a lease agreement for at least 16,000 EUR for the period of the residency, with no option to sublet
  • The minimum investment for single applicants, including government, due diligence, and the above donations, is 759,500 EUR + 50,000 EUR per dependent + property costs.

Legal Requirements 

  • Applicants must be at least 18 years old and of good moral character.
  • Applicants must be in good physical and mental health, as well as have health insurance.
  • Applicants must not be involved in a criminal case or be considered a security or reputational threat.
  • Applicants must not be restricted from traveling to any of the 184 countries that do not need a visa.
